See, there are two problems with this that also pertain to Democracy. a) We in Costa Rica, the USA, AND in Germany (that's all I can vouch for since I lived there) also heavily promote sports and fitness, mostly thorugh the media. So good idea, but already been done (in theory). b)physical stregnth is almost useless now, unless you are a professional sports player, unfortunately. It's no longer massively important to the People to be survival-fit.
